REQUEST FOR PROPOSALS

The professional human resources (HR) services provided by a legally registered HR consulting firm Submission Deadline: 5:00 pm Hanoi time, September 14, 2020 Contract Start Date: October 1, 2020   OVERVIEW Family Health International (FHI 360) is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.   BACKGROUND FHI 360 has been partnering with the local government organizations in the implementation of health projects in Vietnam. Under this collaboration plan, FHI 360 provide technical assistance and human resources support to execute the project activities and facilitate the development of public health services. Currently, FHI 360 is engaging the services provided by various consultancies in both administrative and technical support for the projects and local partners upon the needs. Hence, we need the professional service of a Human Resource (HR) consulting firm to support in managing these personnel, covering with all HR related matters in legal aspect for them to devote to the assignments with FHI 360’s projects. We are inviting interested firms to propose a quotation for the stated HR services in the new fiscal year commencing from October 1, 2020.   REQUIRED DELIVERABLES The contracted HR consulting firm will provide professional services and be responsible for the following deliverables:
  • Enter into a labor contract with the selected personnel as FHI 360’s designation
  • Support the hired staff for administrative procedures to engage in the employment to perform the designated job
  • Monthly payroll services, ensuring timely and accuracy of payment related to staff salary, compulsory social insurance, health insurance, unemployment insurance contribution, income tax obligations
  • Ensure the other obligations are timely fulfilled in compliance with the applicable legislations and regulations, including trade union, annual health check, workman insurance .....
  • Update, consult and apply the latest labor regulations to ensure legal compliance
  • Assist staff in the event of termination ensuring that the necessary procedure is conducted properly, and obligations are completely carried out in compliance with the applicable laws.
  • Assist staff to update and claim insurance in the event of changes in salary and role, illness, pregnancy and maternity, separation...
  • Ensure proper personnel records, including employees’ timesheets and leave records
  • Issue monthly invoice for the provided services with appropriate support documents
  • Other ad-hoc HR services as necessary
  SUBMISSION REQUIREMENTS Interested HR consulting firms should submit the proposal in English including of the following details:
  • Company profile: Legally registered staffing services, relevant qualifications and experience, core personnel in the expertise
  • Quotation: Detailed descriptions of the monthly service fee and payment schedule for the services rendered
  • Submission deadline: 5:00 pm Hanoi time, September 14, 2020. Any proposals received after the specified deadline may not be accepted and shall be considered non-responsive.
  • Recipient of the RFQs: Proposals should be sent by email to thuhuyen@fhi360.org with the subject line “Proposal for professional HR services” Any questions or requests for clarification must be submitted in writing to the same email address above by September 10, 2020. No telephone inquiries will be answered.
FHI 360 will acknowledge receipt of the quotation by return email within 24 hours.   ELIGIBLE APPLICANTS Open competition to all legally registered human resources (HR) consulting firms   CRITERIA FOR EVALUATION The proposals will be evaluated on the following criteria and point ranges (Maximum 100 points)
  • Responsiveness of the proposal towards the requirements, clearly stating and understanding of the services/work to be performed (0-35)
  • Qualifications and experience of the HR consulting firm (0-30)
  • Cost factor (0-35)
Only successful firm will be contacted by FHI 360 for contracting process.   TERMS AND CONDITIONS
  • FHI 360 may cancel an RFP and/or not make awards.
  • FHI 360 may reject any or all of the responses to its RFP.
  • Issuance of an RFP does not constitute award commitment by FHI 360.
  • FHI 360 reserves the right to disqualify any application based on offeror failure to follow RFP instructions.
  • FHI 360 will not reimburse applicants for the cost of preparing and submitting an application to an RFP.
  • FHI 360 reserves the right to issue an award on the basis of an initial evaluation of offers without further discussion.
  • FHI 360 may award a contract for only part of the activities listed in an RFP.
  • FHI 360 reserves the right to check an applicant’s references.
  • FHI 360 also reserves the right to reject any or all proposals received without explanation.
  • FHI 360 has the right to issue amendments to the RFP at any time.
  Request for Proposals Firm Guarantee: All information submitted in connection with this RFP will be valid for thirty (30) days from the RFP due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFP and negotiation process is contractually binding.   Offer Verification: FHI 360 may contact offerors to confirm validity of the offer, contact person, address, and bid amount.   False Statements in Offer: Offerors must provide full, accurate, and complete information as required by this solicitation and its attachments.
