International SHI Consultant


Background
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, non-communicable diseases, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services. The United States Agency for International Development (USAID) Support to End Tuberculosis (SET) project is a five-year project. Its overarching goal is to support the Government of Vietnam (GVN) to successfully detect, treat and prevent tuberculosis (TB), working at all levels of the health system to decentralize technical expertise?. USAID SET will support the GVN in the ambitious effort to end TB by 2030. SET (2020-2025) is implemented by FHI 360 in partnership with the National TB Program (NTP) of the Vietnam National Lung Hospital and will work to achieve three objectives:
  1. Improve the quality of TB service delivery platforms in communities and health facilities among priority provinces;
  2. Improve access to comprehensive drug susceptible (DS)- and drug resistant (DR)-TB detection, treatment and prevention; and
  3. Advance local ownership of the TB response in priority provinces, by assisting sub-national governments to transition from donor to domestic financing using social health insurance (SHI).
We are currently seeking an international consultant to provide expertise on social health insurance for the USAID SET project. This consultancy is based in Hanoi, Vietnam.   Tasks and Deliverables

The consultant will deliver services to the USAID SET for up to 45 days over a 12-month period.

Key tasks and deliverables:

  • Review a landscape assessment on social health insurance (SHI) for tuberculosis (TB) diagnosis and treatment in 14 representative provinces of Vietnam. Data collection has been completed for the assessment and analysis is in process.
    • Review the results of the rapid assessment for SHI/TB funding, analysing current performance and readiness at all levels within the provincial health system
    • Review the provincial and site-level action plans resulting from the landscape assessment to prepare for SHI/TB coverage
    • Review evidence from the assessment to develop the standards on SHI/TB readiness through an operational guide and SHI legislative documents
  • Provide recommendations on the Support to End TB project’s overall SHI strategy
    • Review the financing transition plan and advise on strategic interventions and innovations in the Vietnam setting, especially in reference to SHI coverage for TB
  • Support the project to improve technical assistance to the National Tuberculosis Program and the MOH Department of Health Insurance
    • Review the plan for financial transition to SHI for TB, which will be presented and discussed in a consultation workshop for key stakeholders
    • Improve the project’s resources and capacity for technical assistance to key partners through knowledge sharing and updates on the international standards and best practices on health financing
  Qualifications Candidates should meet the following qualifications:
  • A master’s degree or its international equivalent or higher in medical or public health or a related area.
  • More than 10 years of professional experience in social health insurance for health programs, particularly TB
  • Knowledge and experience health financing in the Asia region, preferably in Vietnam setting
  • Understanding of the health system in Vietnam, especially the social health insurance field, and the integration of donor-supported programs into national and provincial responses is an advantage
  • Experience with U.S. government contractual requirements and experience working in an international NGO environment desirable
  • Excellent oral and written communication skills in English. Some proficiency in Vietnamese is preferred
  Technical Oversight
The Consultant will report and submit deliverables to Dr. Anh Innes, USAID Support to End TB Chief of Party

Cost and Payment Schedule

Total work under this contract is for up to 45 days. The consultant will be paid at a daily rate, plus travel and accommodation costs (if required) in accordance with USAID SET policy.

The consultant will be paid upon satisfactory completion of deliverables and upon receipt of an invoice
