Local Gender Consultant


UN Women Viet Nam is looking for a local consultant to support Ho Chi Minh Department of Labour-Invalids and Social Affairs to support the implementation and coordinate activities in agreed workplan 2021 on gender responsive budgeting and prevention and response to violence against women under COVID-19 Emergency Context. The consultant will need to work closely with the Safe cities programme’s stakeholders, including People’s Council and relevant departments such as Department of Transportation, Department of Health, Hung Vuong Hospital among others as well as District 1 and District 10.

Objective

The objective of the consultancy is to provide technical and coordination support to HCM DOLISA to execute activities in agreed workplan 2021 of UN Women and DOLISA HCMC on ‘Safe Cities programme to women and girls” to better prevent and respond to increased violence cases resulting under COVID-19 pandemic hit.

Scope of Work

Coordinate and support DOLISA HCMC on the delivery of agreed workplan 2021 of the safe cities programme for women and girls in Ho Chi Minh city, including activities related to on gender responsive budgeting and prevention of and response to violence against women under COVID-19 Emergency Context.

Expected Tasks

Specific tasks include:

  • Provide technical assistance to establish and operate the One-stop Services Center for survivors (OSSC) of gender-based violence following principles and guidance of the global Essential Services Package for Women and girls subject to violence, especially in the context of Covid-19, including an inter-sectoral coordination mechanism through:
    • Developing the guideline to establish and operate the 1st OSSC in Ho Chi Minh City based on international standards, principles of the global essential services package and the city’s policies and emergency context of COVID-19
    • Developing standard procedures in support women and children’s survivors of violence for the 1st OSSC in Ho Chi Minh City taking into consideration the COVID-19 context
    • Providing initial support to the staff of OSSC in handling violence cases received, especially during COVID-19 pandemic, then  connect or refer them to the group of local experts and essential service providers to receive supports
  • Provide technical assistance and coordination to Ho Chi Minh Department of Labor-Invalids and Social Affairs (DOLISA HCMC) in planning, assigning personnel to advise and coordinate with the research institution contracted by UN Women in conducting the survey on assessing the impact of the COVID-19 pandemic on women’s role in unpaid care work in Ho Chi Minh City and proposing public social service for the city.
  • Provide technical assistance and coordination to DOLISA HCMC in planning gender responsive budgeting in the city plan to implement the National Strategy on Gender Equality 2021-2030 and the National Programme on Gender Based Violence Prevention and Response 2021-2025.
  • Support the coordination of the trainings including online trainings on gender and implementation content of the National Strategy on Gender Equality 2021-2030 and Prevention of Sexual Harassment against Women and Children for members of the People's Council and the Standing Committee of the Women's Union at all levels. Provide regular virtual and physical monitoring and coaching for 6 Male clubs in Ho Chi Minh located in District 1, District 10, DOLISA HCMC, and the Army Zone 9.
  • Support DOLISA HCMC to monitor and prepare the monitor reports of all activities in the agreed workplan with UN Women. Support and coordinate activities under 2021 workplan between UN Women and DOLISA HCMC (attached)

Period: 25 August 2021 – 31 December 2021 (Maximum 60 working days) and office-based at DOLISA HCMC office or home based under the COVID-19 lockdown, including attending meetings and workshops in Ho Chi Minh city

QUALIFICATIONS : 

Required experience and skills:

The applicant will be evaluated based on technical capacities (70%) and financial proposal (30%). Technical evaluation will be based on the following criteria stated as below.

  1. Master’s degree on Gender and Development Studies, Social Sciences or related fields

2. A minimum of 7 year relevant working experience on gender equality and GBV prevention and response.

3. Experience in developing training documents and delivering trainings on GBV prevention and response;

4. Sound understanding of essential services for women and children survivors of violence including OSSC

5. Experience in providing technical advice on gender equality for the government agencies

6. Knowledge and working experience especially on development project coordination in Ho Chi Minh city will be an advantage.
