MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING COORDINATOR

  • Location: Flexible within any Asian country where Oxfam has a presence and can establish an employment contract. Cambodia, Laos, Vietnam, Philippines, or Indonesia preferred.

Job purpose

The post holder will ensure MEAL is compliant with the Oxfam’s Common Approach to Monitoring, Evaluation and Learning and Social Accountability (CAMSA) and donor (DFAT) performance standards.
The MEAL Coordinator will work to establish and advise on processes to collect and analyse project and program data; to monitor and record activities and evidence of outcomes.  Based on this monitoring, the MEAL coordinator will propose, coordinate, and write relevant case studies and analyse reports to document project outcomes.
S/he will work closely with the Project Manager to ensure quality reporting. The position will work closely with other team members of I-JET including the Policy Coordinator and other project staff to ensure that clear messaging and evidence of project results are demonstrated in a range of communication outputs consistent with the Communications Strategy and MEAL and partnership framework.

Key responsibilities

Technical Leadership Related to MEAL:

  • Provide leadership within the I-JET project to ensure program quality, monitoring and evaluation, accountability and learning in program implementation.
  • Ensure the Monitoring, Evaluation, Accountability and Learning (MEAL) framework builds upon the project framework and adheres to Oxfam’s CAMSA standards
  • Coordinate the operationalization and implementation of MEAL framework; and I-JET MEAL implementation plan
  • Conduct periodic revision of the MEAL framework, and ensure the framework is effective and relevant to context at each level (national and regional) and compliant with DFAT and Oxfam standards and guidelines.
  • Develop a datasheet to track and report outputs of the I-JET project to donors and Oxfam International (OI) Output Reporting requirements.
  • Undertake and provide MEAL capacity building, technical support and training to the program team at regional and country level, as program partners.
  • Lead the design and implementation of a baseline survey in consultation with Oxfam in countries, regional partners and country partners and targeted beneficiaries.
  • Coordinate between regional and country level MEAL frameworks to ensure coherence.
  • Be the responsible person to ensure that I-JET project outputs and results are reported into OI output reporting and other reporting mechanisms.
Technical Leadership Related to Partnership Coordination Function:
  • Work with partners to update Oxfam partnership principles.
  • Support efforts to strengthen networks and alliances of NGOs partners in defining and implementing JET MEAL implementation plan.
  • Undertake partnership capacity assessment, identify risks and risks and define measures to mitigate risks related to I-JET MEAL implementation plan.
  • Compile collate and update partner profiles and financial information for Oxfam and donor reports
  • Coordinate with other team members to ensure partners understand and integrate Gender, Disability and Social Inclusion (GEDSI) into MEAL framework at I-JET regional project level and I-JET country project level. Ensure liaison with other affiliates at country and regional level to ensure consistent approaches and pilot rationalized reporting requirements wherever feasible.
  • Strengthen linkages and relationships between (regional) partners
Program Quality
  • Work closely with the project team and partners to ensure that all MEAL and partnership activities adopt a capacity strengthening approach that balances capacity development for partners and staff and delivery of project outputs, outcomes and impact.
  • Ensure scientific and statistically valid use of a range of qualitative and quantitative data collection tools and methodologies to measure the project and program outputs, outcomes and impact and provide leadership in managing all aspects of the project information management for accurate and accessible filing and record-keeping of all data collected in the project.
  • Provide advice to project management staff on the analysis of data and effective integration of monitoring activities into project activity plans and field management work ensuring that all project staff contribute to and assist in implementing the MEAL and partnership activities.
  • Make monitoring and support visits to the project sites and work with the project team to analyze the project progress against the milestones and provide support to the project teams, partners and stakeholders in effectively meeting the requirements of the MEAL and Partnership framework.
  • Ensure that project MEAL and Partnership activities links to and informs communications in the project; and, where possible, produce case studies and blogs for the program communications based on field visits and contributing to the I-JET project Communications Strategy.
  • Ensure that program and project MEAL and partnership data, indicators incorporate gender equality, social and disability inclusion during the development, implementation, assessment and evaluation of the project.
  • Coordinate the learning activities and processes within the program; supporting national events and coordinating regional and project wide events.
  • Identify, plan and implement learning and review events for other program functions (training, policy dialogues) as part of the MEAL and partnership frameworks.
  • Support and identify communication strategies to disseminate program learning to staff, partners and other stakeholders.
Representation and Relationships
  • Build and maintain effective working relationships with all internal stakeholders, with particular attention to supporting the Program team to realize their objectives.
  • Develop and foster good working relationships with all key external stakeholders.
  • Represent Oxfam at relevant workshops and events.
  • Attend relevant Oxfam and external meetings and provide backstop support to the Project Manager on need-basis.
  • Support efforts of I-JET project to build networks and collaborate with local and international organizations and other stakeholders working in the region.
Business Services
  • Advise on project budget development to ensure adequate resourcing for MEAL activities.
  • Identify and manage the procurement of consultancies for baselines, training, research and evaluations
  • Manage and ensure the integration and compliance of Oxfam’s policies and relevant sector codes of good practice.
  • Provide and collate all necessary information for auditing, monitoring & reporting and contribute to risk assessment and register.
  • Monitor and liaise with PMU to ensure all partners receive safeguarding and inclusion training and receive regular updated training and support for any specific requirements.
  • Maintain oversight of grant disbursements and other contractual aspects of the Program, and ensure narrative and financial reports meet Oxfam and donor requirements.
  • Monitor the Oxfam Partner Agreement and recommend amendments to ensure its effectiveness.

Experience, knowledge and competencies

Essential
  • Degree in Social Science, Development Studies, Environment or relevant disciplines
  • At least 5 years relevant experience working in a regional program, or within INGOs on technical MEAL and or partnership positions, preferably in comparable organisation and program contexts.
  • Experience in developing and operationalize the MEAL Framework for regional programs on Energy or Climate or related sectors.
  • Experience in promoting gender equality, social inclusion in the development and implementation of project MEAL.
  • Demonstrated knowledge on baseline, review, evaluation and impact assessment methodologies and how to translate these into practical tools and processes.
  • Research skills required in data collection and analysis, learning through a variety of channels for specific topics; an understanding of qualitative and quantitative data gathering methodologies; and development and maintaining databases
  • Strong influencing, negotiating and networking skills, conceptual and analytical skills and experience in promoting evidence-based programming.
  • Team player but able to work independently and with self-motivation
  • Proven analytical and decision-making skills in a challenging context.
  • Excellent communication skills both in written and verbal with strong proven skills in English language.
  • Experience working in environments with political sensitivities.
  • Relevant computer skills, which include experience in using project management software tools, PowerPoint, Word and Excel and other quantitative and qualitative data analysis software
