Job Description

1. Detailed Description of Tasks to be Performed:

National Strategy on the Prevention and Control of Antimicrobial Resistance (National AMR Strategy) outlines a comprehensive plan to tackle the increasing threat of antimicrobial resistance (AMR) in the country. This strategy, spanning from 2023 to 2030, with a vision extending to 2045, emphasizes the crucial importance of the judicious and responsible use of antimicrobial agents in humans, animals, and the environment as a fundamental approach to combatting AMR.
Acting as the central hub for AMR within the Ministry of Natural Resources and Environment (MONRE), the Pollution Control Department (PCD) in Vietnam plays a critical role in coordinating and executing an action plan to address antimicrobial resistance in the environment. To develop and issue an action plan for AMR in the environment for the period 2024-2030, the MONRE is seeking support from FHI 360 to conduct a situational analysis involved with AMR in the environment and provide insights to facilitate the effective implementation of the National AMR strategy. This comprehensive report will offer an analysis of the legal framework, the allocation of responsibilities, and an initial coordination framework to formulate the monitoring plan for antimicrobial resistance in the environment from 2024 to 2030.
FHI 360 is searching for a national consultant to work closely with the Pollution Control Department (PCD) to conduct a situational analysis within the National AMR Strategy. FHI 360 mandates that the consultant should possess expertise and experience in the field of Environment and Health policy and be well-versed in AMR/AMU.

2. Objectives:

Under this scope of work, the consultant is expected to achieve the following objectives:
  • Review existing regulations concerning antimicrobial resistance in the environment.
  • Evaluate the roles and responsibilities of MONRE units, identifying the lead unit for the implementation process.
  • Identify priority actions for the lead unit's effective implementation, culminating in the compilation of a comprehensive report and facilitating consultations within MONRE.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

  Location of work Hanoi, Vietnam. Travel to other localities will be upon request. Qualifications
  • Background in Environment, Public Health, Policy.
  • 5-year experience in the Environmental Health and Policy, with strong knowledge and expertise in AMR/AMU.
  • Strong experience on literature reviews, stakeholder consultations, and data analysis related to health indicators and targets.
  • Understanding national and international guidelines and best practices on AMR prevention and control.
  • Strong analytical and report writing skills.
  • Good interpersonal skills.
  • Previous experience working with government agencies under MONRE, especially PCD or international organizations in Vietnam or similar contexts is desirable.
Evaluation Criteria Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.
