DEPARTMENT PURPOSE: The CLV Cluster is comprised of three countries i.e. Cambodia, Laos and Vietnam.
Our Vision for the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs. A key feature of the CLV Cluster design for Business Operations is a consolidated, virtual hub, multi-located and provides distributed leadership for business functions with a single line management structure - reporting to a CLV Head of Business Operations. This includes a Basic Business Operations structure in each country to ensure delivery of existing commitments and provide a base for business and strategic growth. The integrated cluster Business Operations structure will provide functional management and oversight of all Business Operations staff/units in the Cluster and provides quality control, guidance, monitoring and support to all Business Operations functions. All Business Operations functions are key contributors to Oxfam’s lasting impact in Cambodia, Laos and Vietnam, within Asia and globally. All staff members in Business Operations roles in the CLV Cluster are linked to the virtual Business Operations Hub, to ensure accountability at Country and at Cluster level, towards Partner Affiliates and via Executing Affiliate (EA) joined-up processes.
TEAM PURPOSE: Provide effective and efficient operational and strategic human resource management support to all programs and departments operating in the 3 countries Cambodia, Laos and Vietnam in an effort to achieve its HR goal aligned with the CVL strategies and operational plan.
JOB PURPOSE: The post holder is the primary implementer of People and culture management basics and to support the smooth and effective functioning of People and culture team to achieve its goal.
Internal Job Grade: D1 National
Contract: Fixed term, 2 years with possible extension
Reporting to: CLV People and Culture Manager
Location: Cambodia, Laos or Vietnam
Key Responsibilities and Accountabilities
- Implement recruitment standards including advertising in Oxfam Success Factors Recruitment Website and other networks, inviting candidates and coordinate for writing test and interviews, informing candidates about the result of interview, conducting salary negotiation, preparing a job offer and checking references, and collecting personal information for contracting.
- Ensure staff hard and soft files are completed, updated, and archived according to the required standard and legal requirements per county. Staff filing consists of information related to personal data, recruitment , contracting, performance objective and review, disciplinary, salary correspondence, and training request.
- Support new staff including arranging workstation, coordinating induction plan, welcoming, and introducing new staff to Oxfam office,
- Register new staff in SuccessFactors, Social Security, and other tools, prepare support letters to new staff to open a Payroll Account at the assigned bank.
- Monitor and report leaves, maintain staff contract list and monitor contract status and report to People and Culture Manager,
- Support to gather training needs from countries and update in the staff learning and development list and support PCM to identify training resources.
- External relations: attend Oxfam HRBP network, local HR network, safeguarding network, act as focal point to social security service, insurance, and other HR related agencies as requested.
- Prepare report and payment to social security, insurance, membership fee and all other HR related payments.
- Assist in providing required documents to audit, government, inter-agencies and other Oxfam units and pre-approved by PCM.
- Assist in making plans for activities, learning events, team building activities, mental health care services, etc. Act as liaison officer with external interlocutors as requested.
- Assist in other HR tasks as ad hoc request.
Technical Skills, Experience & Knowledge
Essential
- Knowledge and experience in human resource management system.
- Understanding of HR management in the Cambodia, Laos, and Vietnam Cluster countries
- Knowledge and 5 years of experience in HR administration.
- Good interpersonal skills, able to work as part of a dispersed, multi-disciplined, multi-cultural team, experience of working remotely.
- Good command of written and spoken English. Written and verbal fluency in a language from one of the CLV Cluster countries
- Understanding of government structures, and their roles in at least one of the CLV Cluster countries
- Demonstrated commitment to feminist leadership principles and practices
- Commitment to Oxfam’s overall aims and policies
- Experience in promoting gender equity and diversity as well as interests of marginalised people in all aspects of Oxfam’s work.
