The joint Vietnamese-German technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam II” (TVET Programme) aims to better align TVET in Viet Nam to the changing world of work. It is funded by the German Ministry of Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalids and Social Affairs (MoLISA). In order to reach the project’s objective, three main outputs have to be achieved:
  • Output 1: State actors, TVET staff, TVET institutes and the business sector are interconnected.
  • Output 2: The regulatory framework of TVET is aligned to the requirements of the changing world of work
  • Output 3: The concept of High-Quality TVET institutes is successfully implemented in selected TVET institutes.
Thereby, the TVET Programme contributes to the improvement of the supply of demand-orientated qualified workforce in Viet Nam.The TVET Programme is looking for qualified national candidate to fill the following position: Program Officer in Wastewater Management in TVET Sector

Job Description:

  • Duty station: Ho Chi Minh City, Viet Nam (Possible for the location in Ha Noi or Hue City)
  • Duration: ASAP until 28. February 2025 with the possible extension until 2027

Main responsibilities:

  • Plan, coordinate and implement capacity building and activities to achieve the programme outcomes in the sector, including administrative and organizational tasks
  • Advise several TVET colleges and business partners on recruitment of students and the implementation and further dissemination of the German-standard training programme in wastewater technology
  • Coordinate organizational capacity building activities for selected TVET colleges in coordination with other team members
  • Advise project partners, including the Department for Vocational Education and Training (DVET) as well as TVET colleges and the business sector on the operationalization of a Sector Skills Council in the wastewater and drainage sector
  • Advise partners on networking with the business sector and the establishment of communities of practice
  • Coordinate and organize interventions by external consultants, international advisors and partners, including administrative management of national and international contracts and quality assurance
  • Support the acquisition of new commissions and cooperations with the business sector
  • Support knowledge management, reporting and PR on results and lessons learned and independent research on innovative approaches in the sector

Minimum requirements:

  • Master's degree or comparable in the field of environmental studies, wastewater technology, engineering, economics, or similar
  • Minimum of 02 years of professional working experience in technical and vocational training
  • Minimum of 03 years of professional working with international development organizations
  • Minimum of 03 years of professional experience in advisory processes of partners
  • Excellent knowledge of the wastewater and drainage sector in Viet Nam 
  • Knowledge of the Vietnamese and international vocational training systems 
  • Strong organizational and logistical competence, administrative and event organization experience, with the ability to manage multiple tasks and deadlines
  • Good networking skills
  • Excellent interpersonal and communication skills, negotiation and advisory competencies, and ability to interact with all levels of staff as well as international and national partners in a professional manner
  • Proficient in using Microsoft Office (Word, Excel, Outlook, Power Point) and other relevant software tools for project management
  • A good team player who is willing to take on responsibility and work independently
  • Highly motivated to work in a multicultural environment
  • Willingness to travel abroad and to project sites across the country
  • Language skills: proficient in English and Vietnamese
  • German language skills are an additional advantage
