Project Officer – Against Child Exploitation


WORK LOCATION: Da Nang/ Quang Nam/ Dien Bien

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 22,000,000 (FY21) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.

The strategic focuses of WVV include: children protection from all forms of abuse, exploitation, violence and injury; reduction of malnutrition rate of children under 5 through integrated approach; sustainable livelihood for poor households to support sustainable well-being of children.

Currently, WVV is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

The Against Child Exploitation project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. World Vision is implementing the project in the Philippines and proposing Vietnam to be the second country in this project. The project is planned to be implemented in 6 target districts of 3 target provinces (Tuan Giao and Muong Ang district- Dien Bien province; Son Tra, Hai Chau and Lien Chieu district- Da Nang City and Tam Ky district- Quang Nam province)toward the expected outcomes as follows:

  • Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work
  • Outcome 2: Improved assistance services for victims of WFCL and / or OSEC
  • Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.

PURPOSE OF THE POSITION:

To design, implement and monitor program activities in the assigned sites to achieve the goal, outcomes, and outputs stated in the project design document and logical framework.

ROLE DIMENSION:

  1. 1. Planning.
  • Provide assistant to the Deputy Project Director to develop action plan at grassroots levels, ensuring the integration between the project activities and other interventions.
  • Identify problems and alternative solutions as well as opportunities for partnership by participating in community needs assessments including stakeholder analysis and situation analysis in collaboration with other AP team members/local partners.
  • Identify potential stakeholders and resources for partnerships/ project implementation in the target locations.
  1. 2. Project Activities Implementation, Monitoring and Reporting
  • Provide assistance to partners in implementation and reinforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work.
  • Work with the partners to provide assistance services for victims of WFCL and / or OSEC.
  • Work with the local partners to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.
  • Work with volunteers, case workers and Project Management Boards (PMB) for reflection and case management review are organized monthly or when needed.
  • Ensure appropriate expenditures/utilization of the allocated funding to maximize the impacts for the target groups.
  • Establish partnership with appropriate stakeholders
  • Monitor project activities at the field level to ensure the project goal and outcomes are achieved
  • Gather and document information of project activities regularly.
  • Act as a contact person for routine issues concerning the project at the responsible location.
  • Attend reflection meetings at project site and relevant meetings at the national level as appropriate.
  • Provide assistance to the Deputy Project Director and local partners in project design, implementation, monitoring and reflection.
  • Implement project activities in integration with the other projects at the field.
  • Develop project reports in good quality and delivered on time.
  • Ensure project related documents at field are filed for references
  • Follow strictly WVV finance procedures and guidelines
  • Contribute to project assessment, final evaluation, or other social surveys.
  1. 3.Capacity Building
  • Train volunteers and caseworkers on facilitation and program skills.
  • Work with consultants to provide capacity building and follow-up for local partners on supporting target groups
  • Provide assistance to capacity building for caseworkers and government counterparts who will carry out child protection activities at grassroots levels

KNOWLEDGE, SKILLS, ABILITIES:

* Education:

  • Bachelor degree
  • Bachelor social science or related fields

* Knowledge & Skills:

  • Community mobilization skills, including networking/coordination among different local partners;
  • Demonstrated training and group facilitation skills;
  • Case management skills;
  • Good time management and organizational skills;
  • Good interpersonal and communications skills;
  • Fair English, especially report writing and reading skills;
  • High-level computer skills

* Experience:

  • 2-3 years relevant work experience
  • Prior experience in child protection
  • Prior experience working in similar geographical locations
  • Experience working in INGO environment.

* Work Environment:

  • Work in a team environment;
  • Deputy Project Director, Finance staff and other project team members are based in a different workplace (virtual team)
  • Intensive travel to the project sites to support the field staff.
