Background

Accountabilities

General accountabilities
  • Manage project budget spending and adjustment. Make budget planning for project activities according to an appropriate time frame to ensure the activities are carried out on time, efficiently and meet requirements
  • Work closely with partners and stakeholders to develop detailed plans for project activities to ensure clarity, transparency and convenience for the implementation and scale-up within and outside the project area
  • Coordinate with partners and relevant stakeholders to ensure that project implementation and monitoring activities are in line with project design; including gender transformative and child participation to contribute to the achievement of the ambition of Plan International by aiming to support 2 million girls in Vietnam to learn, lead, decide and thrive
  • Report and share working schedule and activities with Provincial Partnership Manager (PPM) and Project Coordinator to have best support on the project implementation and partnership with provincial, district and commune partners
  • Cooperate with PPM, Program Manager and Project Coordinator to implement influencing activities to relevant partner, local authorities at commune, district and provincial levels for resource mobilization, scaling up success project model post the pilot period and advocacy
  • Ensure all technical supports of Project Coordinator are integrated into the project implementation
  • Collect and provide monitoring data including photos for project reporting and donors requirements
  • Provide supports and guidance for partners on Plan policies and procedures for capacity building to ensure program quality and all financial procedures are in accordance with requirements
  • Support and coordinate with Building Relationship Facilitator to ensure the completion of donor communications products in the assigned areas by PPM
  • Share and support other team members in province to ensure the program activities are integrated in assigned areas
  • Support and coordinate donor visits
  • Take accountable for the results of project implementation with partners, community and other relevant stakeholders
Specific responsibilities:
  • Responsible for the project activities implemented by the partners: Provincial woman union, Hoang Su Phi and Xin Man districts WU, Xin Man district woman union, Hoang Su Phi and Xin Man districts education department, and Nam Dan commune
  • Coordinate with other Project Officer to integrate activities of other projects in the same commune
  • Ensure nutrition program is implementing in the commune in good progress and quality
  • Responsible for the quality of local parent club group at commune
  • Responsible for project budget spending at partners
  • Guide, support and monitor partner to be compliance with financial procedures
  • Report and update data and information to relevant corporate softwares

Technical expertise, skills and knowledge

1. Essential
  • University graduate in agriculture, social science, business administration or other related fields.
  • Minimum of two-year experience in management/ coordination of community development projects.
  • Demonstrated record of experience in project facilitation for implementation, monitoring and evaluation.
  • Experience in development, establishment, maintenance, and influencing in partnership with government agencies, stakeholders, mass organization at district, commune levels.
  • Experience in working with children and communities in child-related programs and projects.
  • Experience in training, presentation and facilitation.
  • Experience in project progress reporting.
  • Demonstrates positive attitudes towards gender equality, inclusion and girls’ rights.
  • Commit and contribute to an environment where children and young people feel respected, supported, safe and protected.
  • Never act or behave in a manner that results in violence against a child or young person or places a child or young person at risk of violence;
2. Knowledge:
  • Knowledge and qualification in community development project management.
  • Knowledge of technical tools for project monitoring, evaluation.
  • Knowledge in development theories and approaches, especially social development, child rights, child protection, right-based approach, gender transformative and influencing in development.
  • Understand the challenging environment and is sensitive to working with government partners stakeholders to get their buy-in and active participation.
  • Passion for the mobilization of children and youth to participate into the direct interventions, social networks.
  • Understand advanced gender, inclusion concepts and SCYP and apply gender equality and child rights across all of Plan’s work.

4. Desirable
  • Previous experience with INGO working in mountainous, ethnic areas and marginalized people is an advantage.
  • Good understanding of the context of education, child protection, economic development and ethnic minorities in Vietnam.
  • Basic knowledge on surveys, need assessment/risk identification, monitoring and documentation.
