Project Officer (Power to X technologies)


VACANCY ANNOUNCEMENT As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK), GIZ is cooperating in the area of energy with the international PtX (Power to X Technology) Hub in Berlin, which is working on the global breakthrough of sustainably produced synthetic fuels and feedstock based on renewable energies. The goal is to sustainably shape the framework conditions for PtX production in emerging and developing countries, secure financing, build international networks and partnerships, generate knowledge and tap into country and market potentials. In Viet Nam the project will identify relevant strategies in technology, market approaches and capacity building solutions to support government partners and relevant private stakeholders to achieve the project targets. The project is looking for a local qualified professional for the position of Project Officer (Power to X technologies) Duty station: Hanoi, Viet Nam Duration: 1st June 2022 – 31st December 2023 Main responsibilities:
  • Supporting GIZ Viet Nam with a focus on green hydrogen / renewable PtX on regulation, technologies and sustainability.
  • Technical and conceptual advice to Viet Nam’s partner institutions on green hydrogen and PtX.
  • Supporting the identification, operational planning, implementation and monitoring of project activities in Viet Nam.
  • Preparation of tender documents for subcontracts to research and consulting institutions, as well as coordination and steering of the consulting institutions.
  • Mapping, monitoring, knowledge management of - and reporting on - policy development, market development, funding schemes and regulation on PtX in Viet Nam.
  • Participation in committees and initiatives on the topic of PtX in Viet Nam.
  • Conception, preparation, implementation and evaluation of information, dialogue and training events on H2 and PtX, as well as establishment of local networks.
  • Coordination with other GIZ projects, as well as with projects of other donors in the fields of climate, energy and mobility.
  • Support of project communication activities, e.g., blogposts, newsletters and publications.
  • Plan, coordinate and document meetings, study tours, workshops and seminars and training activities.
  • Coordination and cooperation with the PtX Hub core team in Europe.
  • Support knowledge management, participation in the working groups of the international project team and report on project activities.
  • Provide support to the international consultants when field visits in Vietnam take place (logistics, information, contacts...).
  • Contribute to drafting of the reports to BMWK.
Minimum requirements:
  • Master’s degree or comparable in the field of economics, business, energy, environmental or political sciences, industrial engineering or similar.
  • 5 years of relevant professional experience in the field of renewable energy and relevant sectors. Experience in the field of hydrogen, Power to X (PtX), oil and gas are a plus
  • Broad existing network in the field of energy and / or hydrogen is a prerequisite
  • Minimum 2 years in an international development cooperation (ODA) project setting
  • Having experiences working with state agencies and local authorities
  • Experience in working with and managing international and national consultants
  • Good networking skills
  • Strong organizational competence, administrative and event organization experience is a plus
  • Excellent interpersonal skills and ability to interact with all levels of staff in a professional manner
  • Excellent command of MS Office (Word, Excel, Outlook, Power Point)
  • A good team player who is willing to take on responsibility and work independently
  • Highly motivated to work in a multicultural environment
  • Willingness to travel abroad and to project sites across the country
  • Language skills: business proficiency in English.
