Background

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19, tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; global health security (GHS) and diagnostic and laboratory services.
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project focused on HIV, health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and highly motivated Vietnamese candidate to serve as a (Senior) Data Systems Officer for its HIV portfolio, based in Hanoi.

Main responsibilities

The (Senior) Data System Officer will be responsible for coordinating, implementing, monitoring, and reporting activities for HIV health information system (HIS) management. Specific responsibilities may include but are not limited to the following:
  • Collaborate with IT vendors to manage, maintain, and upgrade existing project supported systems including datahubs and dashboards and specific software for HIV outreach, testing and treatment.
  • Work with IT vendors to build data exchange mechanisms - application programming interfaces (APIs) and health information exchanges (HIEs) - for interoperability when applicable.
  • Provide technical support to relevant departments at provincial centers for disease control and health facilities to ensure successful implementation and use of project software systems for data collection / use.
  • Design, develop, and deliver training programs on HIS.
  • Generate and maintain user documents, standard operating procedures, and other job aids to ensure consistent and quality use of HIS.
  • Provide program management support such as troubleshooting, updating work plans, and coordinating and monitoring program activities.
  • Represent EpiC at stakeholder meetings and contribute to project reporting efforts in these areas of HIS.
  • Perform other tasks and relevant duties as required.

Desired qualifications

  • Bachelor's degree in information systems or related field, or public health with experience in HIS. Advanced degree preferred.
  • 3-5 years of demonstrated experience in designing, implementing and/or supporting HIS. Experience in HIV, global health systems analysis, enterprise architecture, and/or requirements development for a national HIS preferred.
  • Working knowledge of enterprise architecture, local and international health data exchange standards, and systems interoperability approaches preferred. Understanding of standards for electronic health records.
  • Expertise in various computer applications, including word processing, databases, and spreadsheets, with advanced skills in Excel & Power Query, Power BI, SQL, SPSS, Stata, and Epi Info.
  • Experience working effectively with government counterparts at national and sub-national levels.
  • Excellent written and oral communication skills in both Vietnamese and English.
  • Willingness and ability to travel within Vietnam up to 20%.
