Senior Grants Officer (FIT)


 

POSITION SUMMARY:

  • Contract type: Local, fulltime (100% FTE)
  • Contract duration: 1 year (extension to be based on performance and availability of funds)
  • Location: Ho Chi Minh City

BACKGROUND:

Friends for International TB Relief (FIT) is a registered non-profit organization working in the field of TB prevention and care service delivery, research, technical assistance and advocacy. FIT is a young, dynamic and growing organization.  We work in close collaboration with Provincial and National TB Programmes and other in-country partners to implement projects funded by the Stop TB Partnership’s TB REACH initiative, USAID, US CDC, CDC Foundation and other donor agencies.  We also have multiple active research partnerships with academic institutions, including with the Liverpool School of Tropical Medicine in the UK and the Karolinska Institutet in Sweden.  FIT staff have supported the implementation of other TB programs in South and Southeast Asia, and represented Viet Nam at multiple regional and international forums on TB technical assistance. Finally, FIT has represented civil society organizations from Viet Nam at regional events and at multiple events in the lead up to and during the United Nations High Level Meeting on TB in New York City. We are seeking a highly skilled and experienced Senior Grant Officer to join our team. As a Senior Grant Officer, you will play a crucial role in managing and securing grants to support our organization’s projects and ensure the efficient utilization of funding resources.

JOB RESPONSIBILITIES:

1. Assist projects with start-up
  • Facilitate relationships with donors interested in developing grants to identify potential collaboration opportunities
  • Provide support for preparing grant applications and carefully check the dossiers prior to sending project managers for their inputs
  • Develop PowerPoint presentations about the donor and government approval processes;
  • Meet with project teams and train them on the requirements of the donor and the associated contract;
  • Explain the required ethical and implementation approvals required to conduct the work defined in the contract;
  • Anticipate what will be required in terms of assets, infrastructure and processes, for the project teams to be ready to implement the work;
  • Guide teams and project managers on developing workplans and protocols that are acceptable for local government authorities for the implementation of grants;
  • Check project and work package budgets for compliance with company cost norms.
2. Monitoring of existing projects
  • Conduct an exhaustive desk review of relevant materials from past FIT projects, including grant agreements, workplans, project reports, standard operating procedures, evaluations, and financial documents.
  • Assemble and maintain a list of payment schedules and deliverables for all FIT grants;
  • Assemble and maintain list of all of FIT's non-HR sub-contracts;
  • Track grant deliverables monthly for all FIT grants and routinely update deliverables lists;
  • Track status of payments for specified grants and sub-contracts;
  • Compile necessary narrative and financial reports to invoice IRD VN;
  • Monitor grant and sub-contract outputs and conduct field visits as needed;
  • Coordinate and collect monthly narrative reporting among project managers;
  • Collect all reports sent to donors and file systematically in the Drive;
  • Collaborate with finance staff to review monthly finance claims and ensure they meet necessary requirements before budget owners conduct their reviews.
  • Work with budget owners and the finance team to create projections for monthly cash requirements by project;
  • Supervise project procurement for the organization;
  • Organize asset registry and asset management processes
  • Ensure effective, timely responses to key stakeholder inquiries and concerns;
3. Project close-out support
  • Collaborate with budget owners to make spending plans that ensure grant budgets are fully absorbed;
  • Work with the finance team to schedule and contract end-of-grant and yearly organizational finance audits;
  • Track all deliverables in the contract and email an independent assessment of their completion to project managers and directors;
  • Work with project managers to ensure the completion of all grant deliverables;
  • Conduct check of the assets procured by the project(s);
  • Confirm timely submission of final deliverables; 
  • Follow-up and track when the final payments are transferred by the donors.
4. Miscellaneous
  • Ensure effective, timely responses to key stakeholder inquiries and concerns;
  • Communicate with FIT Directors and Managers about procurement needs;
  • Facilitate and accompany, if possible, project site visits by external parties;
  • Provide regular status update to supervisors and other key project stakeholders;
  • Attend periodic meetings to report project progress;
  • Other activities requested by FIT Directors.

KNOWLEDGE AND SKILLS REQUIREMENT:

  • University degree in Business Administrations, Management, Public Administrations, or related fields
  • Minimum of three years’ relevant work experience in development organizations
  • Demonstrated experience in managing multiple grant writing engagements within tight deadlines
  • Ability to work collaboratively with cross-functional teams and stakeholders.
  • Very strong analytical, reporting and organizational skills, high level of attention to detail
  • Excellent verbal and written communication skills in both English and Vietnamese
  • Proficient in MS Office (Word, Excel, PowerPoint and other appropriate software)
