Duties
The Community Management Coordinator works under the direct supervision of the Strategic Content Coordination and Press & Media Specialist or Public Affairs Officer (PAO) designee, and has no supervisory responsibilities. Is responsible for building and maintaining Consulate flagship digital properties (social media, website content); developing a year-long editorial calendar designed to promote Mission priorities with online communities; researching and analyzing evolving markets for Consulate digital properties; and customizing content and online engagement to promote Mission and Consulate objectives. Coordinates digital outreach with counterpart on American Spaces team to create harmonious and complementary digital engagement with the Consulate’s priority audiences. Organizes and hosts online conversations; designs and develops innovative engagement opportunities and tools. Provides guidance to Public Diplomacy (PD) Section Public Engagement staff and other Consulate personnel who engage with online communities, on standards, regulations, and policies for the use of digital properties.

EXPERIENCE:
This position requires a total of at least three years of progressively responsible experience in a multilingual, multicultural, or multinational organization is required. Market research and analysis, and design and execution of online campaigns, must have been significant components of the job. Must have experience managing digital properties, including direct online interaction with the public, and content creation in multimedia and traditional formats.
JOB KNOWLEDGE:
Must have comprehensive knowledge of the attitudes and communication preferences of target audience groups. Must understand regional, demographic, ethnic, socio-economic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping Vietnamese opinions and preferences. Must have strong online communications and analysis skills to identify and exploit engagement opportunities. Must understand management of digital properties and online communities, including marketing and/or advocacy campaigns. Knowledge of trends in regional and international communications patterns and how they affect the Vietnamese communications landscape is required.
Comprehensive knowledge of both traditional and online engagement tools and programs used to convey policy in the public sphere, as well as knowledge of the related regulations, policies, procedures, and resource streams associated with each, are required.

SKILLS AND ABILITIES:
Analytic skills:
Must have strong analytic skills to identify target audiences, understand their sensitivities, and identify the best strategic content, format, and delivery means to influence the audiences in support of U.S. policy objectives. Must be able to perceive the emergence of new influencers and preferences in consumption of information to analyze the impact of evolving content formats and delivery channels.
Communication/Interpersonal skills:
Must have strong interpersonal skills, excellent customer relations, interpersonal, and cross-cultural communication skills, and be able to engage the full range of Vietnamese priority audience groups through online engagement and Consulate flagship digital properties. Must have excellent written and oral communication skills, including the ability to develop, write, and edit materials for digital dissemination in both English and Vietnamese. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to interpret and translate informally between English and Vietnamese.
Management skills:
Strong organizational skills are required to manage multiple engagement platforms at the same time, and actively engage with the public simultaneously on those platforms; and identify and resolve, or seek assistance in resolving, problems associated with online content and engagement. Must be able to contribute to development and updating of procedures and guidelines in response to changing communication technologies, and changes in public opinion, formats, and internal Mission preferences for sharing strategic content. Must be able to manage projects such as marketing, information or advocacy campaigns, including associated project budgets, schedules, and daily operations to produce, adapt, and disseminate time-sensitive content.
Technical skills:
Detailed knowledge of and ability to build out and manage Consulate flagship digital properties, including social media and mobile platforms, and develop digital tools such as games and contests, are required. Must be able to create and use photo and video sharing sites, podcasts, video, and other digital products. Must be fully adept at using audience analysis and analytic tools (Hootsuite, Google, and others). Good keyboarding, data entry skills, and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word, Excel, graphic design, and PD-specific software, databases, and reporting tools, is required.
Availability:
Must be available to travel throughout Vietnam to develop professional contacts and create content.

Benefits and Other Info
Agency Benefits:
Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.
1.Allowances:
Unique Conditions of Work Allowance: 7% of annual basic salary (subject to review every two years). Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.
2. Benefits:
- Tet Bonus: one-month basic salary. Merit Based Compensation: annual salary increase based on performance.
- Annual leave: 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law. Sick leave according to local labor law. Family leave: up to 5 days and other special leave as stipulated in the local labor law. Invest in yourself:1 day. American and Vietnamese holidays up to 21 days per year.
- Contribution to mandatory insurances according to Vietnam's Government law and regulation including social insurance, health insurance and unemployment insurance.
- Supplemental Health Insurance that the U.S. Mission covers 90% of the premium for employees and each eligible family member. Mission cash award for outstanding performance. Training opportunities abroad, in-country, on-the-job and online sources for professional career development.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
