Job description

Currently, GIZ International Services is preparing to bid for the EU-funded project “Enhancing Economic Governance Facility Asia, Viet Nam.”

Overall objective

The overall objective of this contract is to contribute to poverty alleviation and sustainable growth in Viet Nam, by strengthening economic governance.

Purpose

A strengthened socio-economic planning system, an improved doing business environment and an enhanced tax environment create strong foundation for economic growth while enable broadened tax base and mobilization of private investment for further development. A stronger budget planning and execution system, including public investment and public procurement system, will enable more effective and efficient collection and allocation of public resources, thereby reinforcing macroeconomic stability.

Your tasks

The KE (and potentially TL) will provide the government counterparts with advice and technical support related to planning at national, provincial and regional levels, related vertical and horizontal interinstitutional coordination and ensuring harmonisation between national/regional development plans and public investment plans. In the case she/he will be also TL, she/he will be also responsible for the coordination and management of the technical assistance and inputs provided by the TAT (including the non-key experts).

Your profile

Qualifications and skills

A master’s or master equivalent degree in a relevant discipline. Alternatively, a bachelor’s degree in a relevant discipline and at least 5 years of professional experience in addition to the minimum required general experience.
Fluency in English

General professional experience

At least 10/15 years’ experience in any of the following fields or in a combination of the following fields: development of national development plans, strategic plans; socio-economic planning and sectoral planning;
Relevant experience in managing public investment projects or programmes, experience of economic appraisal/public investment appraisal as well as experience in capacity development of PIM frameworks

Specific professional experience

Relevant experience in planning public investment and linking them to national/regional socio-economic development plans and public budget plan.

Relevant experience with providing TA support to governments in enabling vertical and horizontal coordination across public institutions.
Proven Team Leader, project coordination and team management experience, experience with the application of EU TA procedures is an asset.
Experience in developing structured and evidence-based methodologies for selection of investment projects
Experience in Southeast Asia and especially in Vietnam will be an asset;
Relevant experience in the fields of Public Financial Management and public procurement reform will be considered an asset
