Background

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a Technical Advisor or Senior Technical Advisor, Health Systems Strengthening based in Hanoi or Ho Chi Minh City.
Final title will be determined based on education and experience.

Main responsibilities:

  • Diagnose health systems barriers involving social health insurance, financing, debt, procurement, bidding, and other issues that hinder continuity of HIV service access and provision.
  • Work with partners, including provincial health leadership, hospitals and/or district health centers, and provincial social security service providers (for ARV and viral load diagnostics) to implement solutions that address health system barriers.
  • Supervise one project/technical officer, and up to five provincial consultants providing technical assistance on bidding and/or procurement for ARV and other commodities.
  • Collaborate with USAID and its implementing partners to strategize approaches to strengthen the health system, including transitioning program planning and oversight to government ownership.
  • Assist provincial government partners to forecast potential challenges in service continuity and develop, implement, and monitor tailored action plans to prevent them.
  • Build relationships and collaborate with government officials, USAID and its implementing partners, and relevant stakeholders to improve health system functionality and resilience.
  • Provide input on national guidelines and normative policies.
  • Interpret data and reports to make recommendations for improvements in system functionality.
  • Coordinate teams to ensure project-wide support to strengthen the Vietnamese health system.
  • Oversee staff assignments and provide supplementary management within areas of technical influence.
  • Develop and implement training programs and other technical assistance activities.
  • Define and review progress on systems-level indicators with support from M&E team.
  • Represent the project to the donor, FHI 360 headquarters, and in relevant national/international fora.
  • Lead or contribute to knowledge products sharing EpiC’s leadership in health system strengthening.
  • Conduct other duties as assigned.

Experience and abilities for the position:

  • Advanced degree in finance, public administration, law, public health, medicine, or relevant field.
  • Minimum of ten years’ experience implementing health and/or evaluating health programs.
  • Experience working with international NGOs and the Government of Vietnam to improve health outcomes. Experience in health finance is required and experience in HIV is an advantage.
  • Experience working on USAID-funded projects.
  • Well-developed communication skills in Vietnamese and English.
  • Proficiency in MS office package (Word, Excel, and PowerPoint, etc.).
  • Ability to travel as necessary.
