Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Core Functions / Responsibilities:
- Review the IOM Handbook on Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse and all associated publications and materials: https://www.iom.int/assistance-vulnerable-migrants and the IOM Reintegration Handbook: Practical guidance on the design, implementation and monitoring of reintegration assistance.
- Review the IOM Migration Profiles: Making the Most of the Process publication. This publication is to be referred to as an example of the type of methodological guide to be produced under this consultancy. https://publications.iom.int/books/migration-profiles-making-most-process.
- Review research that makes reference to IOM’s determinants of migrant vulnerability model to assess if new learning or knowledge on risk and protection factors (or other issues) should be incorporated into the vulnerability profiling methodology.
- Identify relevant experts within and outside of IOM for interview. This can include persons involved in the development of the IOM Handbook on Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse, the IOM Migration Profiles: Making the Most of the Process publication, researchers who have applied the determinants of migrant vulnerability model in their research, migration management practitioners in the field, etc. Conduct interviews to gather information on the best processes for developing the methodological guidance document and the required content for the guidance document. Relevant experts may be identified jointly with IOM, but the consultant is solely responsible for arranging and conducting interviews.
- Draft annotated table of contents for the guidance document and submit to IOM for review. IOM will coordinate a review amongst its technical experts in HQ and the Regional Offices.
- Revise the annotated table of contents taking into account relevant feedback.
- Draft the methodological guidance document. While the consultant may consult with IOM resources persons in the preparation of document, the consultant will be solely responsible for drafting all sections and content. The methodological guidance document is to include, at a minimum, an introduction to migrant vulnerability as described in the IOM Handbook on Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse and associated materials; a discussion of when a migrant vulnerability profiling exercise should be completed, making specific reference to IOM’s Guidance on Response Planning https://publications.iom.int/books/iom-guidance-response-planning; instructions on how to prepare for a vulnerability profiling exercise; detailed guidance on implementation of a vulnerability profiling exercise; and all required templates and instructions for completion of a vulnerability profiling exercise (e.g., questionnaires and interview protocol, data collection instruments, report templates, etc.).
- Submit the draft to IOM for review. IOM will coordinate a review amongst its technical experts in HQ and the Regional Offices.
- Revise and finalize the document taking into account relevant feedback.
Required Qualifications and Experience:
Education
- Master’s degree in Political science, Social Sciences, or a related field from an accredited academic institution with ten years of relevant professional experience; or
- University degree in the above fields with twelve years of relevant professional experience.
Experience
- Ten or more years experience in social science research, including in quantitative and qualitative data collection and analysis.
- Experience in researching hard to reach populations.
- Proven track record in publishing peer reviewed academic articles in related fields (protection, migration, research methods for accessing hard to reach populations, etc.).
- Proven track record in developing guidance materials for organization-wide adoption (e.g., research guidelines, monitoring and evaluation guidelines, strategy development, etc.).
Languages:
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Franch and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
