Vietnam is one of the economically fastest growing countries in Southeast Asia, which is also reflected in its greenhouse gas (GHG) emissions. In 2000 they were at 150 MtCO 2 -eq, grew up to 252 MtCO 2 -eq by 2010 and were at 284 MtCO 2 -eq in 2014. Forecasts in Viet Nam’s Nationally Determined Contribution (NDC) state an increase to nearly 800 MtCO 2 -eq by 2030, if no additional measures were taken. At the same time, Viet Nam as a country with an elongated coastal line is strongly exposed to risks and dangers of climate change. Against this background, the Vietnamese government follows a constructive approach in international climate policy and conducts its own appropriate measures, captured in its NDC and the Plan for Implementation of the Paris Agreement (PIPA).
The joint project “Support to Vietnam for the Implementation of the Paris Agreement” (VN-SIPA) provides support to the Government of Viet Nam in establishing the framework conditions to implement the NDC and the Paris Agreement. The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) commissioned GIZ with the implementation of the German part of the VN-SIPA project within the International
Climate Initiative. The main implementing agency on the Vietnamese side is the Department of Climate Change under the Ministry of Natural Resources and Environment (MONRE). The VN-SIPA project focuses on five areas:
- Advice on NDC development and implementation in line with national circumstance and the international context;
- Support for the set-up of an institutional framework for implementing the Paris Agreement and integration in sectoral strategies;
- Development of five mitigation actions as a contribution to achieve Viet Nam´s climate targets as stated in its NDC;
- Implementation of ecosystem-based adaptation measures in two provinces with scaling up potential to achieve Viet Nam´s climate targets as stated in its NDC;
- Operation of the “IKI interface” for Viet Nam with the aim to connect all projects in Viet Nam funded by BMU´s International Climate Initiative and to inform them about ongoing climate policy processes.
The Project is looking for a local qualified candidate to fill the following position:
National Intern
Duty station: Hanoi
Duration: 1st November 2019 – 30th April 2020 (6 months)
Main tasks:
- Assist with research activities on matters related to NDC and climate policies, including on greenhouse gas (GHG) emission reduction measures, GHG inventories, impacts of climate change in Viet Nam including elaboration of ideas/concepts, data collection, desk research, drafting reports;
- Support the quality assurance of technical activities and deliverables;
- Support the preparation of workshops, trainings and other events;
- Support the elaboration of internal and external material;
- Provide assistance to project team members regarding internal meetings and discussions (e.g., protocol preparation, minute meeting notes, etc.) when needed;
- Provide translation services when needed (between English and Vietnamese);
- Perform other duties as assigned.
Minimum requirements:
- Vietnamese nationality;
- Currently undertaking or recently completed postgraduate studies in environment, economics, political science or a comparable study. A Master’s Degree is an asset;
- Strong knowledge in climate/environmental policy. Familiarity of processes to the UN Framework Convention on Climate Change (UNFCCC) and NDC is an asset;
- Good understanding of development cooperation;
- Experiences in an intercultural and multi-lingual context gained by way of internships and/or academic exchanges. Experiences in foreign countries are an asset;
- Excellent oral and written communication skills in English and Vietnamese. German is an asset;
- Strong MS Office, organisational and analytical skills;
- Highly motivated to learn and to contribute to a young and dynamic team of international and national staff with the aim to enhance climate politics in Viet Nam, and willing to take on responsibility, work independently and efficiently;
- The internship requires university enrolment or the finalization of your degree no longer than six months ago upon commencement of the internship.
